To The Editor: "For Libby commute, Bush seemed to alter his Texas policy," (July 8, Page 5A) quotes a University of Texas law professor, "The execution of the commutation power in Libby represents a dramatic shift from his attitude toward clemency in Texas, and it is entirely inconsistent with his long-standing, very limited approach."

The article manages to ignore the substantial differences between the death row convictions in Texas and the perjury conviction of a Bush administration aide.

Gov. Bush only knew of the death row inmates. President Bush knew Libby as an "insider" in his administration. There really wasn't anything that the inmates could do to damage Gov. Bush's administration.

But, if the prison experience convinced Libby to tell the truth, there'd be substantial damage to President Bush's administration in general, and to Vice President Cheney and Presidential Advisor Rove in particular.

Finally, he had to protect Scooter from other things in prison. When fellow inmates heard of Scooter's book and his prurient interest in things such as a bear trained to copulate with young girls and hunters copulating with a dying deer he almost certainly would have been subjected to unwelcome advances from sexual predators.

French socialist laws bad for workers

Interesting columh by David Frum. Sems like the French socilaist model keeps unemployment high. The socialist laws of France will leave French workers with a much lower standard of living and without the dignity of work for millions of citoyens. I hope President Sarkozy can start fixing some of these problems, but he has a huge fight ahead of him.

Well, maybe I could afford to do without the extra wine. Can France afford to keep missing economic opportunities? The gross domestic product of the 60 million people of France now roughly equals that earned by the 35 million people of California (using purchasing power parity valuations for the dollar and the euro). Over time, little differences compound into big ones. The Democratic economist Robert Shapiro calculates that, if present trends persist, the average European will see his standard of living decline to about half that of the average American by 2025.France's new president, Nicholas Sarkozy, has vowed to address these problems. He proposes to adjust the 35-hour maximum and has famously called on the French to "go back to work." Outsiders can easily misunderstand those words. The French are not lazy.Those who work, work hard. But too many of them are legislated out of work by the laws meant to help them. It is those laws that must change if France is to thrive again -- and if I am ever to get my cheque. (Related)

Q. Is it possible to turn my regular TV into a computer monitor so I can watch movies that I downloaded into my laptop?

A. With the proper type of cable to connect the two, its certainly possible to pipe the video files you download from the Internet from your laptop computer to your television set.

These days, RCA (also known as composite or phono plugs), S-Video, D.V.I. (digital video interface) and, the latest, H.D.M.I. (high-definition multimedia interface) are among the many types of connectors used between computers and televisions. With so many standards in use, start by inspecting both your laptop and your TV for what connection is offered. You will find H.D.M.I. ports on new HDTVs, sometimes two or more of them. S-Video is commonly found on many laptops and slightly older TV sets. If you have the S-Video option on both sides, connecting them with an S-Video cable (less than $20 at most electronics stores) is easy. You will probably need to adjust your laptops display control panel to send the video image to the TV screen. Video cards, video-card drivers and other settings may complicate matters; check your manual or manufacturers Web site for your laptops video-out settings and options.

Older laptops and TV sets without S-Video usually have a standard yellow video jack instead, which accepts a video cable with an RCA plug on the end. Most video cables dont carry the audio signal, though, so unless you have a great sound system on your laptop, youll probably want to get audio cables to connect the computer to the TV as well.

Computer and electronics stores offer three-line RCA cables with the yellow video plug and the red and white audio plugs on either end for these situations, as well as S-Video to RCA cables for when you have RCA jacks on one device and S-Video on the other. Gore Arrest Prompts Parent Connection Warning

If it can happen to the son of a former Vice President, twice, it can happen to you.

That is the message the two co-founders of the Newtown Parent Connection want to drive home following the high profile arrest of Al Gore, III, last week, on the second incident of drug possession since 2003. But unlike the case of Mr Gore, the local substance abuse support activists have seen too many cases of teen drug abuse end with tragic results including overdose deaths and multiple relapses.

In the past year to 18 months, Newtown Parent Connection co-founders Dorrie Carolan and Donna DeLuca say they have seen an "alarming increase," in the amount of referrals they are helping families make for children and teens looking to detox and rehabilitate from prescription drug addiction.

"We've got more prescription drug addictions and problems than ever, and younger - as young as middle school, Ms DeLuca said.

The pair said that in the same period, many of the individuals who they are referring for heroin detox moved from snorting to injecting the opiate after developing a dependence on more expensive prescription medications.

"I think the tendency for kids to abuse prescription drugs is more accepted because it's issued by a doctor," Ms Carolan said.

"It's perceived to be safe," Ms DeLuca said. "The people we speak to find these drugs are easily accessible in their parents' or friends' parents' medicine cabinets. And that the availability on the street has increased."

A Downward Spiral

Ms Carolan said a transition from illegally obtained prescription drugs to cheaper opiates, particularly heroin, becomes more inevitable as the need for more quantity takes hold and the amount of cash the addict can obtain starts running out.

"You can buy anything out there but heroin is the cheapest of all," she said. "But when the Vicodin or Adderall becomes too expensive, we're being told that's when they start using heroin."

Ms DeLuca said she hopes people being issued any of the variety of prescriptions becoming more popular as recreational drugs among young people use common sense when storing the medication.

"When people are prescribed drugs, those drugs should be kept in a safe and secure place," she said. "We are becoming much more responsible about locking up our alcohol, so why don't we pay more attention to what's in their medicine cabinet?"

The local activists say the case of Al Gore's son is similar to many they have seen in and around Newtown.

"These are not dysfunctional kids, these can be anybody from any walk of life," Ms Carolan said.

Ms DeLuca, blames a small minority sub-group of physicians, who play a role in getting an inordinate amount of these prescription drugs out to young people, or onto the street.

"They should all be hung," she said. "They have a responsibility to help people get well, but they have exacerbated the situation."

She said if a child says they are suffering, "pouring on the drama," it is typical for a parent to seek help.

"But in the case of addictions, these kids and parents are sometimes going to seek pharmaceuticals from multiple physicians," Ms DeLuca said. "And in some cases it's the kids who are convincing the parents to doctor shop."

She said parents need to be hyper-aware of a young person complaining of chronic pain, and to keep a close eye on their children's prescription inventory, especially if they have been prescribed certain medications for long-term use.

"If Concerta, Adderall, or Ritalin are disappearing at a faster rate than seems appropriate, the parents need to get involved. There is a street value for these drugs, so even if they are just selling their own meds, they are contributing possibly to the death or addiction of others, even their peers and best friends," Ms DeLuca said.

"Commonly prescribed drugs for ADD and ADHD in childhood create a higher risk situation as they move into middle and high school," she said. "There is a market for these drugs in their peer group."

Getting The Help

Ms DeLuca said stimulant drugs like Ritalin as well as pain meds, especially Vicodin and Oxicontin are highly sought after by young peers and classmates. But another danger is in the tranquilizer drugs like Zanax and Valium, which are being experimented with much more frequently.

"The opiate drugs lead to snorting, which leads to snorting heroin and then sticking a needle into themselves," she said. "But these tranquilizers are very dangerous to detox from."

According to Dr Anna Duncan, a local family practitioner who volunteers at Newtown's Kevin's Community Center free clinic, unmonitored attempts to quit this group of tranquilizers cold turkey can lead to seizures and death.

Lately Ms DeLuca has seen a lot of relapses among local young people the Parent Connection has already helped place in rehab or recovery programs. Ms Carolan said several of these individuals, who became addicted to prescript and illegal drugs, are getting better results attending rehab facilities out of state.

"These places have plenty of clean activities, a lot of recovering addicts; they are away from the triggers, and the people or the places where they get the drugs," Ms Carolan said. "Until they have some time of sobriety under their belt they have to stay away."

Ms Carolan, who lost her son to drug addiction, credits local parents who react as soon as they learn their children or teens are drinking or using marijuana.

"In the past year and a half we've seen more and more parents who are looking for help before their kids hit that next stage," she said.

Ms DeLuca recalls when the organization started in 2003, she was seeing almost exclusively college age addicts.

"Now we are seeing middle school prescript addictions and high school age heroin users," she said.

Prescription drug abuse among 18- to 25-year-olds rose 17 percent from 2002 to 2005, according to the White House drug policy office. In 2004 and again in 2005, there were more new abusers of prescription drugs than new users of any illicit drug.

Young people mistakenly believe prescription drugs are safer than street drugs, doctors say. But accidental prescription drug deaths are rising and students who abuse pills are more likely to drive fast, binge-drink and engage in other dangerous behaviors.

Looking To Positives

Ms Carolan said if a positive can be found in this situation, people seem to be coming out sooner, before their children are moving on to heroin.

She said many of the young people who have recovered through Parent Connection referrals have gone on to be leaders and influence others, strangers as well as peers, to seek help. Ms Carolan believes those who are most successful are in a 12-step program.

"They need a proven support system filled with peers who will help them, introduce them to others who want to help and get them to be part of the recovery system that AA provides," she said.

Ms DeLuca said the summer vacation, especially at certain ages, is the time parents may be most lax about monitoring their children, but it is the time they most frequently engage in harmful activities, especially if intoxicating or stimulating substances are readily available. She said eighth grade is a transitional year for most kids experimenting with gateway drugs like marijuana and alcohol and tobacco.

"We want parents to use the summer period when partying is rampant, to just monitor their activities closely," Ms DeLuca said. "Also parents need to speak frankly to their kids who are going off to college. They need to understand that these drugs are all rampant on college campuses. Pot and alcohol are first and foremost."

Both Ms Deluca and Carolan invite parents who suspect their kids may be experimenting to the Newtown Parent Connection Hope & Support group. The organization meets Mondays from 7:30 to 9:30 at Newtown Youth Services office, 10 Glen Road, or they can call 994-5394 or 426-9280 for help or referrals.

"I give these parents so much credit because they are seeking help and no longer paralyzed by the stigma that something is wrong with their kid, or with them as parents," Ms Carolan said. "The hope is, catch them early, get through recovery, and they may never have to go into rehab again."

I haven't read the book, but I wonder if it is really about "undo this cycle of consumption"... As McDonough & Braungart so aptly put it, it shouldn't have to be a problem to consume (they point to the example of ants, which consume biomass faster than humans even though they are 4x as many (in mass!))...

Personally I think sustainability is not just about durable products, but also about degradable products!

I agree with Ewout, it is about producing Natural and Technical Nutrients. and this ones to be consumed over and over.

Many people think that Sustainable "Things" should Last a long time, Technical Nutrienyt should, but there are also Things, Natural Nutrients, that last not even days.

Cradle To Cradle is the only sustainable philosophy that requires that people keep the economy working similar to the way is working now.

The solution is not "less is better".

I agree with the commenter above. Like it or not, we live in a society that is rabid for newness. Sure, we can create products that will last for generations. But will people keep them that long, or will we just end up with mountains of solidly-built products lasting and lasting and lasting in landfills for generations?

Unless the mindset of culture reverses, which seems highly unlikely to me, it would be better to build disposable products that biodegrade and feed the earth, so that people can continue to feed their own shopping habits. Is that co-dependent? Maybe. But I also think it's a lot more practical than wishing and hoping that millions of people will change over night.

I bought this book and it is a great summary of some of the processes involved in selling stuff. Here's a quote (from the SIlicon Valley Toxics coalition):

"Where once consumers purchased a stereo console or televison set with the expectation that it would last for a decade or more, the increasingly rapid evolution of technology has effectively rendered everything 'disposable'"

Design and designers speed up this trend by meaking products more attractive and usable, and then making the next generation even more attractive and usable.

Perhaps manufacturers should be banned from releasing a product until it is a mature design??

For some, fitness is just a gym membership away, while others need the assistance of a personal trainer who can provide anything from an exercise plan to advice on nutrition and stress management.

Trainers say their clients need someone who will keep them motivated and track their progress.

"A personal trainer's No. 1 job is to motivate a person to show up at the gym," said Chris Pinckley, a personal trainer and owner of Holistic Fitness in Emeryville. "If people would show up to the gym on their own, then personal trainers would be out of a job."

Major US bank JPMorgan Chase 2nd-quarter earnings increase 20 percent on invest't bank'g fees

JPMorgan Chase & Co. on Wednesday said its profit jumped 20 percent in the second quarter, as the United State's third-largest bank benefited from a surge in investment banking fees. The New York-based bank said net income totaled $4.2 billion (euro3.1 billion), or $1.20 a share, in the April to June period, up from $3.5 billion, or 99 cents a share, in the same period a year earlier. Revenue rose to $18.91 billion (euro13.7 billion), up from $15.09 billion a year earlier. The results beat the forecast of $1.09 per share earnings on $17.62 billion in revenue by analysts surveyed by Thomson Financial. Net income from investment banking was $1.18 billion euro860 million), up 41 percent compared with the year-ago period, as JPMorgan saw record investment banking fees amid a surging stock market. JPMorgan's retail banking business saw a 10 percent profit decline, hurt by decreases in regional banking and auto finance. The results were helped by an improvement in the company's mortgage banking business, however.

Do the new laws really help information security, and raise the general overall level of security or are they just things to follow along with when being audited. Most of us are familiar with Due Diligence and Due Care, in that companies do the best they can do with what they have depending on size, and the data that they need to protect. While many of the laws are customer centric, have they really made an impact on the information security business as a whole. That starts the great debate on the value of laws like SOX, HIPAA, and GLB as well as the adoption of ISO standards like 17799 and 27001. The thought on this is that corporations have had to invest in their information security programs, and have done so, in light of the very public personnel data losses over the last 2 years. While best practices and international standards give good ideas, they are not a one-size fits all answer, even though being compliant with those standards is also a hot ticket to have. Companies will use the standard as a baseline of things they need to be doing, then modify and adjust that baseline to meet their own particular business models. Most information security and business is dependent upon the kinds of data that they generate, and the amount of data that they generate. Most companies do have things in common, and that is where things like ISO 17799 and 27001 come in handy, it gives an excellent baseline for those items that companies do have in common. Laws like SOX, HIPAA, HB 1386 and others then take a more localized view of the company, SOX applies to best accounting and data management standards, while HIPAA works only with health care, while HB 1386 only works in California, and businesses doing business in California. The average mom and pop gas station supermarket will be barely impacted by these rules, while credit card processors, hospitals, and most major USA based businesses will work with SOX. The investments then to meet these standards or legal requirements have shoved a lot of money into information security. The round table survey of 2004 indicated that the average company of fewer than five billion dollars (which is probably the majority of companies in the USA) would need to spend an additional 6,285 audit hours, or just over 3 additional people just to manage the audit for SOX. They also indicate that a company will have to spend an additional 1.9 million dollars per year to maintain compliance with SOX. That money is indirectly being pumped into information security and auditing systems. HIPAA is much the same way, as all the other rules and laws. The economic impact is there for people to pay attention to; as well, the incentives are there for companies to spend money on information security. The penalties for non-compliance are well spelled out, but beyond auditing and controls like network intrusion systems, the additional side bonus of all this is the increase in interest in SIM (Security Information Management) systems because the data pulls are so huge in regards to working through the multiple audit trails. As well, mandatory reporting of events like in HB 1386 makes situational knowledge more important in day-to-day operations. The incidental expenditures have really propped up the major information security vendors, and provided a lot of opportunity for smaller vendors along the way. Nevertheless, there have been strains in the economic impacts of SOX and other legal issues on companies that do not have the resources to spend on compliance, but have to do so anyways. An excellent paper on this by Anindya Ghose and Uday Rajan found: "The Sarbanes-Oxley legislation is a mandate that is bringing new attention to IT security as a critical part of the risk management framework for the dual purposes of certifying internal controls and attesting to the accuracy of information. Regulatory compliance, security audits, and mandatory information disclosure about internal weaknesses can be very costly from a budget standpoint because internal resources need to be allocated away from critical functions such as innovation and product development into increased investments in technologies that facilitate compliance. We propose a theoretical framework towards analyzing the economic impact of government mandated information disclosure and internal audits on firm's investments in IT security, the optimal levels of industry wide production and the extent of market competition. Our analysis reveals that mandatory investments in regulatory compliance may have several unintended consequences such as reduction in optimal production quantities, decrease in the extent of market competition and an overall reduction in social welfare due to distortions in IT security and internal control investments. In particular, our results highlight that smaller sized firms are more severely affected than larger firms and this process may lead to a severe long term impact on the operations of both capital as well as product markets. Our results are in accordance with recent anecdotal and empirical evidence. (Ghose, Rajan, 2006) The process of compliance has lead to serious investments in information security infrastructure and technology. However, not necessarily in manning levels, skill levels (not many are familiar with SIM's), and other impactors upon compliance. The legal drivers have been great for helping security companies make money. However, have yet to fully show up in the personnel investments that are needed to adequately operate and maintain those systems. We have talked about a national accreditation for information security people much like doctors, or nurses or otherwise. ISO standards, NIST standards, and a host of other standards do set down minimal qualifications and requirements. Most job descriptions have the minimum requirements, but there is no way to really ascertain the quality of the people involved. My thoughts on this is that the next ISO or next federal law is going to be a minimum competency, aka CISSP, CISA, college degree, or even a state sponsored license program to ensure that quality standards for people are also maintained. This will add to the cost of employment overall, but also make people more accountable to a national standard to implement national level laws like SOX or HIPAA. The legal impacts on quality and spend have been felt at the hardware and infrastructure level. It will be interesting ot see if government will address spend on the educational side and make mandatory requirements for information security people as well. YouTube Video Alerts Class Action Members

You could call it a marriage of law and pop culture.

A group of lawyers recently took to YouTube - the popular video Web site - to announce a $48 million class action settlement involving the antidepressant Paxil.

The 90-second video -- along with a virtual character known as the Dramatic Chipmunk -- aims to alert potential class members about a settlement stemming from a lawsuit alleging that Paxil was unlawfully marketed to children. Hoorman v. SmithKline Beecham Corp. , No. 04-L-715 (Madison Co., Ill., Cir. Ct.).

"As long as you're honest about something, why not also be funny," said attorney Brian Wolfman of Public Citizen, a consumer advocacy group that launched the YouTube Paxil announcement, which debuted on July 6.

"I just love the concept of it and I love the fact that we were able to do something a little different," Wolfman said. "If we have another tool to get at a different generation of people, let's go for it."

The YouTube class action notification scheme involved a seven-second video dubbed the Paxil Chipmunk (Related) , in which a startled chipmunk appears while the words sprawl below: "If you took Paxil, you could get $100 or more."

A longer 90-second video shows a confused teenager (Related) wandering around aimlessly, ending with an announcement that $48 million is sitting in a fund for people who had bought their children Paxil and directs viewers to a Web site telling them how to make a claim.

NO REGISTRY

Public Citizen did not litigate the case, but was involved in reaching the final settlement in October. One of the problems with notification in this case, Wolfman said, is that there is no way of knowing exactly who bought the drug for their children. No such registry exists, he said. And privacy laws prohibit that kind of information from being made available.

After some brainstorming at Public Citizen, the idea of notification via YouTube came up.

Stephen Tillery of Korein Tillery in St. Louis, who represented the plaintiffs in the Paxil litigation, said he's open to any concept that helps get the word out about the settlement.

"If YouTube accomplishes that purpose, then so much the better. That's great. I'm all in favor of getting the notice out in any means we can," Tillery said.

According to the terms of the settlement, any money left unclaimed goes back to GlaxoSmithKline PLC. Class members have until Aug. 31 to file a claim.

Dwight Davis, an attorney at Atlanta's King & Spalding who represented GlaxoSmithKline in the Paxil litigation, said he had no problem with the video, so long as it didn't imply any wrongdoing by his clients.

"This is a free country and they're certainly free to do something like this," Davis said. But, he added, "if they're suggesting that this child [in the video] is wandering around in a fog because they used Paxil, then we may very well have something to say about that, because that's misleading."

Davis stressed that GlaxoSmithKline has admitted no wrongdoing, and has repeatedly denied claims that it marketed Paxil to children or hid dangerous side effects. He said any prescriptions written for children were done so at a doctor's discretion and that his clients never marketed the drug for pediatric use.

Davis said his clients ended up settling the case to avoid years of costly litigation.
