To The Editor: "For Libby commute, Bush seemed to alter his Texas policy," (July 8, Page 5A) quotes a University of Texas law professor, "The execution of the commutation power in Libby represents a dramatic shift from his attitude toward clemency in Texas, and it is entirely inconsistent with his long-standing, very limited approach."
The article manages to ignore the substantial differences between the death row convictions in Texas and the perjury conviction of a Bush administration aide.
Gov. Bush only knew of the death row inmates. President Bush knew Libby as an "insider" in his administration. There really wasn't anything that the inmates could do to damage Gov. Bush's administration.
But, if the prison experience convinced Libby to tell the truth, there'd be substantial damage to President Bush's administration in general, and to Vice President Cheney and Presidential Advisor Rove in particular.
Finally, he had to protect Scooter from other things in prison. When fellow inmates heard of Scooter's book and his prurient interest in things such as a bear trained to copulate with young girls and hunters copulating with a dying deer he almost certainly would have been subjected to unwelcome advances from sexual predators.
